In this specific slide (Figure 1 & Figure 2) even all of the slides (which there is total of 7 slides), there are a consistency but then the title is at the bottom. Wendy Russel explained in 10 Tips for Creating Successful Business Presentations in his second tip stated that slide layout is important this is to ensure that the slide is easy to understand. Title should be put on top of the slide followed by the content and also the important information should be put on top.
To be added in the slide do follow the tips stated by Wendy Russel and Zane L Marquez on How to Make a Good PowerPoint Presentation. As the point stated is easy to read and the background do have contrast with the font color
Hence other then the problem with the layout, I think that the slides is fine. The usage of graphic in figure 2 is not too much and will make audience understand more. Most people have photograpic memory. So it easy for the audience to capture the point of the presentation and memorise it.
